Li Xiongcai was born in 1910 in Gaoyao, Guangdong province, and received his earliest artistic training from his father before studying with Gao Jianfu (1879-1951), founder of the Lingnan school of painting. Li practiced the two major themes of traditional Chinese painting, shanshui ('mountain and water') and huaniao ('flowers and birds'), his works characterised by bold, fluid brushstrokes, the compositions infused with a sense of melancholic beauty.

After studying fine art at the Tokyo Art Institute on a scholarship in 1932, Li returned to China and took up teaching positions at the Guangzhou Art Institute, the Guangzhou Art Academy, and the National Art Academy in Chongqing. During the Second Sino-Japanese War, Li traveled extensively in the western part of China, touring Qujiang, Guilin, Chongqing, Chengdu, Chang Jiang, Mount Emei, Xinjiang, and Inner Mongolia. Throughout his travels, he studied the details of cultural relics, and made a series of sketches of the places he visited. After the founding of the People’s Republic of China, Li often visited rural and industrial developing centers, where he sketched figures.

Li held a number of solo exhibitions throughout his career. In 1978, he was appointed as professor and deputy director of Guangzhou Institute of Fine Arts. He was also elected director of the Chinese Artists Society, and deputy director of the Chinese Artists Association in Guangdong. In 2012, a retrospective of his work was held at the National Art Museum of China.
