Raffles Place is now the centre of the Financial District of Singapore. Founded originally by Sir Stamford Raffles, the space was first developed by Garrison Engineer Lieutenant R.N Philip Jackson between 1823-24. Based on the instruction of Raffles, it was intended to become a 'great commercial emporium'. A hill, which originally stood central to Raffles Place, was levelled and used to reclaim the Singapore River southern bank. Following this, Boat Quay and Circular Road was formed, and went on to be developed into the commercial, retail and financial hub that it is known as today.
