Tolley won a place at St. Martin's School of Art in London at the age of 13. He studied art for ten years and initially worked as a freelance designer for many large companies in England. In 1968 he had his first show as an artist in London. In the 1970s he carried on exhibiting works in the UK and abroad, including Milan, Cape Town, Washington and New York.
