Russel was born in Essex and initially studied at the Westminster School of Art under the guidance of painter and professor Frederick Brown. His work has been widely exhibited, including works shown at the Royal Academy between 1891 and 1904. In his later career he became a teacher and professor at the Slade School of Fine Art alongside his own painting practise. His work includes British landscapes as well as portraits. In 1920, Russel was elected as an Associate Member of the Royal Academy, with a Senior Academician in 1943. During his retirement he was a member of the Society of Painters in Water Colours (1930) and a trustee of the National Gallery (1927) and of the Tate (1934).
